It is an official democratic right, guaranteed by the Lisbon Treaty, through which European citizens can put a subject on the legislative agenda of the European Union.
Concretely: if we collect 1 million signatures from at least 7 Member States, the European Commission is obliged by the Treaty to examine the proposal and respond publicly. It cannot remain silent. It cannot ignore. It must say officially and with reason what it is doing with the proposal.
It is not guaranteed that the proposal will become law — but it is guaranteed that it will reach those who can make it happen.
